Abstract:
The textbook is an introduction to administrative law, the administrative organization of the state, and the fundamental principles of administrative procedure. In this context, the textbook mainly refers to: a. issues relating to administrative law and the science of administrative law, b. the administrative organization of the state and the organs of the executive branch (Government, President of the Republic), the concept of public administration, the systems of administrative organization of the state (decentralization and self-government), the institutional functioning of independent authorities, c. the concepts of administrative body, administrative competence, the rights and obligations of civil servants, the civil liability of the state for acts or omissions of its bodies, d. the fundamental principles of administrative procedure and the rights of those subject to administration (principle of equality, principle of legality, principle of proportionality, principle of justified trust of the administered, principle of protection of the public interest, reasoning of administrative acts and right of prior hearing of the administered), e. the types and distinctions of administrative acts (presidential decrees, ministerial decisions, other regulatory acts of the administration, government acts, individual administrative acts), as well as the regime for revoking individual administrative acts, f. issues relating to administrative contracts, g. issues relating to the judicial protection of persons subject to administrative law before the administrative courts, and h. the phenomenon of the Europeanization of administrative law.
