Abstract:
In the third chapter of the proposed textbook, issues concerning administrative bodies, the rights and obligations of civil servants, the civil liability of the state for acts or omissions of its organs toward individuals, as well as the issue of administrative oversight, will be examined. More specifically, the chapter will analyze, among others: a. the concept and classifications of administrative organs, b. the establishment and termination of administrative organs, c. the competence (jurisdiction) of administrative organs, d. the operation of administrative organs and specific rules governing the functioning of collective administrative bodies, e. the rights and obligations of civil servants, f. the civil liability of the state for acts or omissions of its organs toward citizens, and g. the oversight and control mechanisms over public administration.
