The aim of this chapter is to compare the issue frames identified in public policy texts from Greece and the European Union regarding gender-based violence. The methodology used for coding and analyzing the texts is critical frame analysis, as adopted and applied within the QUING research project: Quality in Gender+ Equality Policies. The comparative dimension of the text analysis can be seen as an exercise in self-reflection for Greek political culture, as the comparison with the EU addresses a range of fundamental issues related to the "quality" of gender equality policies. Differences in how a policy problem is framed inevitably lead to differences in the solutions proposed for its resolution. The coding and analysis revealed a rather mechanistic approach to addressing gender inequalities in Greece and a lack of genuine understanding of the phenomenon. Solutions tend to be attributed more to issues of "good and smooth governance," while references to gender are often absent. Instead, emphasis is placed on the family as a unit, and children in particular. It could be argued that a utilitarian perspective predominates, which conceals stereotypical views about the so-called "natural" aspects of gender inequalities.
