This chapter aims to highlight the central role of political actors in the emergence and establishment of public problems and the formation of the political agenda. The government, the Prime Minister, the President, the Parliament, as well as political parties, within the framework of political competition, strive to advance the issues they promote in the public arena. Each collective political actor seeks to promote an agenda from which it expects collective, not merely individual, benefits. While the executive branch may possess privileged resources to produce and dominate the agenda it proposes and manage public policies, it nevertheless faces significant pressures in managing this agenda. We argue that the effectiveness of the dynamics among the political system's actors primarily depends on the relationships they maintain within each political and party system.
