This chapter explores the processes through which certain issues come to be addressed within the realm of political deliberation and decision-making. Public problems are examined in their evolution as subjects of political contestation and resolution. The focus thus shifts to the stage of politicization, where such problems are assigned to a public authority for potential resolution. Agenda-setting is understood here as the construction of a "menu" of issues proposed for regulation by public authorities. This chapter investigates the formation and definition of political agendas. We present the processes of emergence, identification, and dissemination of issues through specific typologies. The discussion begins with an outline of key types of agendas, followed by a presentation of major theoretical approaches to agenda-setting. These include the agenda-setting approach, the agenda-building approach, and the public policy agenda approach. These are complemented by Ph. Garraud’s models as well as our own typology concerning the processes of emergence and dissemination of political problems (political competition agenda). In these models, agenda-setting is conceptualized as a complex collective process involving the participation of diverse groups in the construction of public problems and the formulation of public policies. In parallel, we present certain causality models that highlight the complexity of agenda formation and the multiplicity of actors involved in these processes.
