Chapter three presents the methodology for evaluating the performance of urban transit systems and services. It involves a quantitative assessment of various components of an urban transportation system, such as routes, terminals/stops, vehicles, scheduling, etc. The aim is to develop a comprehensive reference framework through which urban transit agencies can quantify the effectiveness and performance of different elements that make up an integrated transit system. Special emphasis is placed on combined (multimodal) urban transit systems. Within this context, the chapter includes the definition of performance objectives, levels of service for different performance goals, and the methodological approach for a comprehensive evaluation of urban transit system performance.
