Abstract:
Chapter 4 presents a theoretical analysis and interpretation of the issues previously discussed. The analysis is grounded in two key concepts: "policy transfer" and "legitimization". The first deals with how and why a policy that is produced in a specific socio-economic context is transferred and applied to another. What matters here is not only the production of the policy "somewhere" but also how this policy, when transferred and passing through various national and/or local filters, is adapted, reshaped, or even distorted when applied in another environment. The second concept has to do with "legitimization," a concept with a rich literature in the political and social sciences. Here, the focus is on neo-institutional theories of organizations. Legitimacy is a key concept for the analysis of state-society-institutional relations and, consequently, for the acceptance of an educational policy.
