Chapter 5 describes the methods of ordinary and modified discounting for public investment. The chapter also reports on some discussions in the literature on the modified discounting method, which could have important implications for policy formulation for projects with long-term benefits. In illustrative applications, the new method is being used for reforestation projects and a nuclear waste storage facility in the United States. In the latter case, the unfair treatment of future generations by normal discounting is highlighted. Indeed the project may have an active impact for a million years and may cause disease and death for many, many generations. But the huge health and monitoring costs of this project, because they are remote in time, are almost negligibly cancelled out by normal discounting.
