Chapter 3 develops the types of externalities from economic activities and then explains through examples why, from a purely economic perspective, the complete elimination of externalities is neither practical nor desirable. A socially desirable 'optimal' level of environmental degradation is argued for and various policies and measures to achieve it are discussed, including negotiated solutions, common law solutions, taxation, direct control, information campaigns and public ownership. Finally, the evolution of public policies for environmental protection in the United Kingdom, the United States and the European Union is summarized.
