Chapter 8 traces the energy security system from the second oil crisis in 1978 to the end of the Cold War in 1990. It examines the proclamation of the Carter Doctrine and the Iranian crisis of 1978-1981, the expansion of the Carter Doctrine and the threat to energy security during the Iran-Iraq war as well as the Soviet "gas attack". It explores how problems in the Middle East have led to an urgent diversification of imports by Western nations, aiming at their energy security.
