Chapter 7 examines the oil crises of the 1970s and the radical changes they brought to the balance of oil. From 1973-1980 Western European states took initiatives to manage the crisis by testing alternative balancing scenarios against the emerging OPEC/Saudi hegemony and by adopting the 'New Strategy' (1974), but failed to adhere to a single policy.
