The third chapter will center on the social phenomenon of vulnerability. The topic of social vulnerability has garnered significant attention from scholars and in societal discussions, especially during the Permacrisis era, coinciding with the downsizing of the welfare state. The phenomenon is not unprecedented as throughout history, crisis conditions have consistently resulted in adverse consequences and impacts, especially among vulnerable social groups.
