In the chapter we briefly describe the tools of EU employment policy and their institutional set-up, looking at the history of European integration, and then focus on the EES. We start from its genesis and its theoretical and political basis, then we present the phases of its evolution from the 1990s until today, emphasizing how it responded to the crisis of 2008 and that of the COVID-19 pandemic, and we close by describing its current objectives and the directions it gives to EU Member States for the formulation of their national employment policies.
