Abstract: |
This book aims to cover the range of knowledge and practices followed in the context of the “Hellenic Cadastre in Operation”. Through literature research, online platforms and libraries in a national and international context, the framework for the creation of a knowledge base on technical, legal, and environmental science related to the Cadastre is set. The basic concepts and definitions for the general land administration systems in both international and national contexts in which they were developed, are following. This book indicates the technical procedures for land survey and registration in relation to the quality and accuracy of the data submitted, and the way possible errors and problems are dealt with by the Cadastre. The book analyses the basic principles and procedures for the operation of the Greek Land Register in order to address specific important issues, such as the surface area and geometrical characteristics of real estate. The changes and related corrections to cadastral entries are described, with particular emphasis on spatial changes, and the procedure for dealing with them. The framework for adapting cadastral charts due to redefinition of the location and boundaries of plots at national and international level is presented. Basic knowledge of administrative acts leading to massive changes is given and the procedure for registering them in the Cadastre is described. The database and IT system of the Hellenic Cadastre (SPEK) are described and analyzed. The procedure for the electronic submission of topographical charts relating to legal acts in rem and legal actions is analyzed. Finally, the trends and prospects of cadastral systems internationally are approached from a critical point of view and briefly assessed, with particular emphasis on the Swiss cadastral system as a model of operation and organization.
