                                This chapter presents the benefits of reducing Non-Revenue Water, as well as its main components. Based on empirical applications worldwide, the maximum acceptable values for the components of Non-Revenue Water are adopted in order to avoid the need for mitigation measures, and these values are presented in detail in the chapter. Subsequently, measures for addressing one of the components of Non-Revenue Water—specifically, Unauthorized Consumption that is not billed—are analyzed.
