Abstract:
Chapter 4 deals with fiscal policy issues. First, key concepts, such as the state budget, expenditure and revenue categorizations, the government’s financial needs, and structural deficits/surpluses, are discussed. Then, the different approaches to fiscal policy and the issue of public debt sustainability are examined. Models of "political budgetary cycles" (creation by governments of conditions of prosperity in the economy just before the elections) are also studied.
