Abstract:
Public Participation (PP) in planning is nowadays gaining importance in the light of the increasing complexity and uncertainty of contemporary problems, emanating from the radical social, cultural, environmental, technological and other developments, which are shaping the decision environment within which planning decisions are made. In coping with complexity and uncertainty, participatory planning approaches are gaining ground and are largely exploited for dealing with a variety of planning problems at different spatial scales. In such a context, the present chapter is focusing on getting insight into participatory planning approaches, in order to provide to the readers, in a systematic way, the theoretical background and the practical knowledge needed for their successful application. More specifically, in the first section are shortly presented the concepts of space and spatial planning, while it is also discussed the relationship between spatial planning and participation. In the second section are discussed the theoretical approaches of planning. In the third section, the focus is on the approach of participatory planning, where are discussed the participatory process, the advantages but also challenges faced nowadays by participatory planning approaches. In the fourth section are presented the different levels of participatory planning. The fifth section elaborates on the role of participation at the different stages of the planning process while, finally, in the sixth section are presented the new roles undertaken by planners in a participatory planning context.
