Abstract:
Chapter 9 deals with the new oil wars in the Middle East and their consequences in the post-Cold War period (1990-2003). It follows the escalating militarization of US foreign oil policy, the consolidation of the Carter Doctrine and the first US military engagement in the Persian Gulf. The effects of the war on the oil market are compared to the previous oil crises of 1973 and 1978. The operation of an emergency OECD reserve allocation mechanism and its reliability are also discussed.
