This chapter presents the methodology for constructing a paper questionnaire. The assembly methodology involves the formulation of the research problem, the presentation of the theoretical framework, the formulation of the research questions, the conceptualization, the operationalization, the assembly of the instrument based on the questions that emerged in the operationalization and the empirical evaluation of the research instrument by conducting a pilot survey, where the validity and reliability of the questionnaire are examined.
